Large County Award: Fresno County
Environmental Compliance Center
The construction of the new Environmental Compliance Center (ECC) consists of a shade structure over a drive-thru drop off site, a small office/storage building for employees, a warehouse for equipment storage and special programs, and associated site work including drought resistant landscaping. This facility replaces the previous Household Hazardous Waste disposal site located at the American Avenue landfill. The new site provides ease of access for the public to safely dispose of household hazardous waste. The facility is located in a light industrial area less than 10 minutes away from the downtown area. This is the first phase of construction for the Environmental Compliance Center to better serve the public. The future phase will include the construction of an educational building which will serve as an initial exposure for future generations and teach them the importance on how to properly dispose of hazardous waste.

Medium County Award: Solano County
Mental Health Adult Care Center
The Mental Health Diversion and Adult Board & Care Facilities Project in Fairfield, CA is a new licensed behavioral health treatment residential campus consisting of three (3) new buildings of approximately 12,500 combined gross square feet on a one-acre site to support a total of 32 beds for adult residents experiencing mental illness and facing risk of housing insecurity. The new campus will help divert Solano County Health and Social Service clients from the criminal justice system or homelessness and improve their quality of life through mental health treatment services.
One single-story facility of approximately 5,500 square feet will house the administrative staff offices and common areas. The other two single-story buildings of approximately 3,500 square feet each, are residential facilities with sleeping and bathroom areas. One residential building includes 16 beds for Board & Care housing, and another residential building includes 16 beds for Augmented Board and Care settings. The campus will operate 24-hours per day, seven days per week. Site improvements include new sidewalks, lighting, landscape and hardscape elements.
The $14.5 million project was funded by County’s Public Facilities Fees (48%), the Community Services Infrastructure (CSI) grant (43%), and Homeless Housing Assistance and Prevention program (9%). The CSI grant also required that modular construction be utilized to increase the speed, quality and cost-effectiveness of the construction. In order to maximize the available funds and deliver pre-manufactured building modules, the County used collaborative Design-Build project delivery method. The project was delivered one month early and over $190,000 in contractor’s unused contingency funds were returned to the County at the end of the project.
