The 2019 Public Project Awards of Excellence.

Congratulations to all the counties and project staff for producing some amazing examples of public works. For the first time in the Award Programs history did the Jury struggle with tow large county projects; each receiving the same score. So, the Jury made an award to each project. It was equally as challenging for the Jury to narrow the selection for the Grand Award, so, again they awarded each project. Here are the winners of the CCAEA Public Project of Excellence Awards.

CCAEA is proud that one of its members and key person on its Board of Directors has been honored with a CGSA Life-Time Achievement Award.

Congratulations Tom!

In recognition of your exemplary career with San Diego County, spanning 23 years. Your numerous achievements include: management of the strategic capital facilities planning and space management for San Diego County – encompassing over 1,300 owned and leased buildings totaling more than 10 million SF; your work on the County Administration Center Waterfront Park, which earned 22 local, regional, and national awards; helping to reshape San Diego County’s Capital Improvement Needs Assessment process in 2001; acting as a LEED Associate Professional, and coordinating tours of ZNE facilities, for which you acted as Project Manager; and many more.

Awards Program Criteria

Three criteria are used to evaluate projects submitted for consideration: (A)Project Benefits, (B) Project Design, and (C) Project Complexity. The Submission Categories are; Large County, Medium County and Small County projects. The Awards were given in three areas: Projects of the Year; Grand Award and People's Choice Award. The Jury has the option of voting to present their own award; known as the Jury Award, of which they did this year.

The 2019 Award Winners are…

    Large County Award: San Diego County

    Medium County Award: Santa Barbara County

    Small County Award

There where no small county submissions this year.

The Grand Award is granted by the Jury based upon their assessment of the Projects of the Year awardees and that by the consensus of the Jury exceeds the requirements and best demonstrates the spirit of the Awards Program. This year there was a tie so the Jury made two awards.

San Diego County: Pine Valley Fire Station.

This project demolishes the existing 6,900 square foot facility and provides a new two-story Pine Valley Fire Station of approximately 13,000 square feet, which includes three deep bay for parking fire apparatus and a half bay for ambulance or battalion chief vehicle, associated support spaces, an administrative/training area, and living accommodations for up to fifteen personnel. The two-story living spaces include a Fitness Room, Kitchen, Dining, Day Room, individual Bunk Rooms and Restroom facilities, and administrative office space. The site design includes an emergency generator to support all building functions and parking for all staff needs in a secure parking area. This LEED Silver project was completed utilizing a Design-Build delivery method, enabling the project to be designed and constructed in 18 months from award of contract to grand opening.
The Project implements low impact development standards and uses sustainable design principles, practices and performance. The architecture, engineering, landscaping and building systems are designed for efficiency and ease of maintenance. The design-build team worked closely with a variety of stakeholders to ensure all programming and project goals were attained and a quality of craftsmanship and durability lasting 50+ years was realized. Through careful planning and attention to detail, the Pine Valley Fire Station supports the Fire Authority’s needs, fits well within the context of the neighborhood and has been enthusiastically received by both the Fire Department and the Pine Valley community.

There was no Jury Award presented this year.

All projects are acknowledged with a Certificate of Merit for their participation in the program. CCAEA appreciates the effort in creating each submission and the ongoing work of the public-sector capital project teams around the State.
